Communicating Forecast Messages

Message format for WISER-EWSA WhatsApp messages

Nowcasting Message:

1 – Preface each message with

“TESTBED MESSAGE: DO NOT REDISTRIBUTE”

2 – Content of message should follow principles of Common Alert Protocol (CAP).

  • Provide the location.
  • Provide the emergency
    • Use impact based forecast (IBF) table.
  • Provide the severity.
    • Explicitly provide impact level (1-4) from IBF table. (Level 1: Minimal, Level 2: Minor, Level 3: Significant, Level 4: Severe)
  • Provide a timescale for when the forecast is valid.
    • “This warning is valid until …”
  • Provide actions: Green zone: No action, Yellow zone: Be aware, Orange: Be prepared, Red: Take Action (See table below)

3 – A version in local language can follow the message. Try to present this in the same format.

4 – Finish each message with:
TESTBED message: Do not redistribute

Synoptic Message:

> Flooding Level 2: Minor Impact. Details of forecast e.g. Be aware of localised showers.

> This warning is valid for 2 hours.

> Action: (Green zone: No action, Yellow zone: Be aware, Orange: Be prepared, Red: Take Action)

> TESTBED MESSAGE: DO NOT REDISTRIBUTE.

Synoptic message:

> 24 hour forecast for Kanyama.

> Details of forecast. 

> No action needed.
